During World War II, he served as Executive Secretary and Acting Chairman of the United States government's Interdepartmental Committee for the Acquisition of Foreign Publications, an organization of 150 persons in outposts around the world that microfilmed newspapers and intelligence items and sent them back to Washington. He received the Legion of Merit for this intelligence work in 1945.
After the war, Kilgour worked at the United States Department of State as deputy director of the Office of Intelligence Collection and Dissemination, then was named Librarian of Yale Medical Library in 1948. At Yale, he was also a lecturer in the history of science and technology. While running Yale University Medical Library, he began publishing studies on library use and effectiveness. He asked his staff to collect empirical data use of books and journals by categories of borrowers to guide selection and retention of titles. He viewed the library "not merely as a depository of knowledge," but as "an instrument of education."
At the dawn of library automation in the early 1970s, Kilgour joined the Ohio College Association to develop OCLC and led the creation of a library network that today links 55,000 institutions in 110 countries. He implemented his vision by developing OCLC (originally started as the Ohio College Library Center, later developed into Online Computer Library Center), the first and largest library network system.
In 1971, Kilgour created WorldCat, the online union catalog, where one original cataloging by one library is shared by all other libraries in the world, eliminating repetitious original cataloging practices. The concept was elegant in its generosity: each participating library contributed cataloging work once, and that contribution immediately benefited every other library in the network. Redundancy became collaboration. Isolation became interconnection. The cost savings were immediate and enormous, but the deeper transformation was philosophical a profession that had operated as independent collectors for centuries suddenly became a cooperative enterprise.

Louis Braille went blind due to an accident that resulted in injury to one eye while infection befell the other not long after. He joined what was reportedly one of the earliest institutions in the world specifically designed for blind children: the Royal Institute for Blind Youth in Paris.
The reading technique used there was extremely difficult and inconvenient, requiring large volumes of books with large-print text to be laboriously traced by students' fingers. Everything seemed so different after Louis Braille discovered "night writing," a form of communication created by Charles Barbier, a French army officer. On August 24, 1965, Theodor Nelson presented a paper to the Association for Computing Machinery national conference in which he introduced the word "hypertext" to refer to "a body of written or pictorial material interconnected in such a complex way that it could not conveniently be presented or represented on paper." Nelson, who had started musing about this sort of associative thinking and linking as a Harvard University graduate student in 1960, viewed hypertext as an integral part of an imagined globally interconnected library and publishing system that would "grow indefinitely, gradually including more and more of the world's written knowledge" and "have every feature a novelist or absent-minded professor could want, holding everything he wanted in just the complicated way he wanted it held, and handling notes and manuscripts in as subtle and complex ways as he wanted them handled."
Two years later, while working at the publisher Harcourt Brace, Nelson started describing his global library as "Xanadu." "For forty years," Nelson wrote recently, "Project Xanadu has had as its purpose to build a deep-reach electronic literary system for worldwide use and a differently-organized general system of data management."
Nelson's grand vision of a universal library and publishing system came in for its share of derision. In 1995, a Wired magazine writer devoted twenty thousand words to detailing what he called "The Curse of Xanadu," calling it "the longest-running vaporware project in the history of computing a 30-year saga." Nelson responded angrily, but he has also hinted that he views Xanadu as an impossible dream. He took the word from the imaginary home of Kubla Khan in Samuel Taylor Coleridge's uncompleted poem; Orson Welles used the same word for Citizen Kane's extravagant, uncompleted mansion.
And yet, just five years after that obituary for Xanadu, the dream of a universal hypertextual library seemed less like the fantasies of Ted Nelson than a description of a multibillion-dollar industry called the World Wide Web. Even those whose professional calling required thinking soberly about the distant past needed to consider whether such a contemporary development would reshape the ways people research, teach, and write history.
The Wikipedia Classroom and the Next Generation
In 2015, Saul Hoffman, a student at Ca' Foscari University of Venice, was deep into research on how Wikipedia could be used as a tool to boost critical thinking, collaborative skills, and research abilities among students. He organized a Wikipedia editing event and invited educators and librarians to join. One of the attendees was Loretta, a librarian with 30 years of experience, and expertise in electronic resources, institutional repositories, and information literacy courses for students.
Inspired, Loretta began weaving Wikipedia into her bibliographic research courses. Her focus was on articles on topics overlooked or not well developed in Italian Wikipedia Japanese theatre, multicultural London, and more. She also organized events centered on women's biographies and cultural themes, such as Virginia Woolf's Three Guineas, women writers of crime fiction, and artists from Japan's Edo period. Her students worked on individual Wikipedia contributions as part of their assignments.
Over the course of three years, 317 students participated in those activities and over 400 articles were added to Wikipedia. Something else started to shift: the academic view of Wikipedia began to change. "Thanks to these courses, the 'reputation' of Wikipedia also improved over time on an academic level," Loretta notes. "Several professors were involved and offered this training activity to their students as a certified internship."
"I am pleased to have given many students the opportunity to get to know Wikipedia and how it works. To shift from passive readers to active, shared approach to the production and use of knowledge, placing research, selection, and the use of reliable sources at the center of this work," she reflects. Her commitment continued even after reaching retirement, extending collaboration to other schools and institutions in northern and central Italy, and eventually the University of Roma Tre, where students are working on a wikibook on the History of Italian Feminism.
To date, Loretta has authored 164 Wikipedia articles on topics ranging from the anti-Nazi cabarets in Munich in the 1930s to Burmese women writers, from ancient Japanese nomadic puppeteers to the Querelle des femmes. "I don't like collecting edits," she says, "I prefer to build something that stays."
